Scott Kaplan is senior vice president, Quality, Regulatory and Patient Safety. 

Kaplan joined Baxter in 2024 as Deputy General Counsel for Regulatory Law and, in 2026, stepped into his current role leading the global Quality, Regulatory Affairs, and Patient Safety organization. Before joining Baxter, Kaplan held senior roles in both private practice and government. He served as a partner at Sidley Austin LLP and Hogan Lovells helping pharmaceutical and medical device companies navigate regulatory requirements. Earlier in his career, he served as associate chief counsel for the U.S. Food and Drug Administration (FDA). 

Kaplan holds a Juris Doctor from the University of Pennsylvania Carey Law School and a master's degree in bioethics from the Perelman School of Medicine at the University of Pennsylvania.
